BioWare has released a new PTS patch, which contains the first set of Legendary Items and their impact on several Star Wars The Old Republic classes and disciplines. It is not yet clear what the utility effect means. It may be something that is still useful in combat, but it has no direct relationship with DPS, damage reduction or healing, such as the reduction of the cooldown of mobile skills, or it may be something that takes effect outside of combat, like we are in shells and mods.
